You should be able to be in the 14s with BPUs and essentially learning how to drive. With the R/T, you would need headers, cat-back, cold air intake and a good tune. The best I've seen with a stock cam configuration was a 14.3 out of a GTS Eclipse and a 14.4 out of 2000 Eclipse GT.
